Hello we installed vinyl plank flooring directly on top of our concrete slab in the basement the flooring is 100 water proof. It is possible for moisture to affect vinyl flooring especially over concrete that is emitting moisture as moisture and alkalinity can affect plasticizers in vinyl creating changes in the material. Moisture weakens glue bonds and causes the edges to lift.
